APCSOA condemns attack on member
ITANAGAR, May 23: Arunachal Pradesh Civil Service Officers Association (APCSOA) has vehemently condemned the physical assaults on APCS officers engaged in Election duty in Kurung Kumey at Palin ADC HQs yesterday.
“It is very unfortunate that educated and politically aware people have developed a trend of taking the law into their own hands thus jeopardizing the administrative mechanism,” APCSOA said in a release. Expressing grave concern over series of attacks on its members throughout the state, APCSOA said that such mindless attack would not be tolerated anymore in future and threatened to launch democratic movement if such incidents recur. APCSOA also condemned the Seppa incident in which few APCS officers engaged in election duty have been manhandled by public.
It appealed to all sections of people to maintain peace and harmony and to have faith in the justice delivery system of the country. The association also prayed for speedy recovery of the person injured at Palin in police firing.

INC wins 16 ZP seats in West Siang
ITANAGAR, May 23: Indian National Congress bagged 16 out of 21 ZP seats in West Siang district while PPA bagged three and Independent two.
Likabali and Daring ZP seats were won by independent candidates while PPA captured Rumgong, Kaying and Aalo East Upper seats. The rests were captured by INC candidates.
Congress bagged five ZP segments out of total seven, 39 Anchal Samity out of total
62 and 150 GPM seats out of total 220. BJP drew blank both in election to Zilla Parishad

ITANAGAR, May 23: Governor of Arunachal Pradesh Gen (Retd) J J Singh today interacted with the press persons of the state at Raj Bhawan. Gen Singh who is leaving Raj Bhawan on 27th of this month spoke candidly about his 5 years and 4 months stay as Governor of this state. He said he will always consider himself to be Arunachalee and continue to keep an eye on development of Arunachal Pradesh.
Terming his stint as Governor of Arunachal as the most challenging part of his life, Gen Singh stated that he is leaving with sense of satisfaction. “I became Governor at the time when major developmental projects started in the state. Some projects have completed and others are nearing completion. This state has bright future and am hopeful that in years to come Arunachal will be most prosperous state,” said Gen Singh. He especially emphasized on the need for creating more job avenues for the young generation.
Governor Singh said maintaining law and order along with security of international border has been the most challenging task he faced during his tenure. “We dealt strongly with extremist groups like National Liberation Council of Taniland and Maoist. We also took strong steps against bandh callers who were trying to disrupt peace of our state. In the last five years, international border be it with China, Bhutan and Myanmar has been peaceful,” said Gen Singh. Gen Singh also expressed his solidarity with people of Tirap, Changlang and Longding who are bearing the brunt of insurgency problem. “The NCSN problems of Nagaland have spilled over to these three districts of the state. I know that innocent public are suffering. We have asked central Govt to solve Naga issue at the earliest as it affects some parts of our state. The security establishment are constantly trying to improve security scenario,” said Governor. He advocated viable surrender package for those cadres who lay down arm to join mainstream.
Speaking about major infrastructure projects Gen Singh clearly stated that people of Arunachal has denied themselves an operational airport. “We could have an operational airport by now if there was no obstacle. Arunachalee people are becoming obstacle in the way of airport. This should stop and I fervently appeal them to support the airport project. The coming up of green field airport will usher new era of development in the state,” stated Gen Singh.

ITANAGAR, May 23: While accepting the verdict of the people in the recently concluded Panchayat and Municipality Elections in the state, Chief Minister Nabam Tuki acknowledged the inclusive agenda and the people centric policies of the Party as the reasons for the overwhelming success of the Congress Party.
The Chief Minister said that “the Congress is the only party with a vision and organizational discipline which has worked and will continue to work towards safeguarding the interests of the state. Our people have understood this and have responded by electing Congress representatives convincingly across the state”. The Chief Minister asserted that the Congress leadership including the President Sonia Gandhi, Vice President Rahul Gandhi and Prime Minister Dr Manmohan Singh have always supported the development and overall growth of the state.
“Our party leaders understand the challenges of development in Arunachal Pradesh and have always encouraged the party cadre and the Government to carry forward the progressive agenda of the UPA Government to benefit the masses. Indian National Congress (INC), or the better known Congress party, coming up with absolute majority in the recently held Municipal Elections in Itanagar and Pasighat and the Panchayat Raj Elections in other parts of the state is no surprise if we go with the tradition that has been happening in the state for the past many years.
Congress has become a party that determines the faith of a person. It has become lifeline for survival in the political scenario. It is a sure shot win for a person who has been blessed with the INC ticket.
Perhaps it is the only party which has mass appeal wherein the other political parties lack, an image which is identifiable by the majority of the countrymen. It has ensured a place for itself in the political arena which is going to be very hard for other parties to overcome.
Just in the case of an independent candidate (IND) in Upper Siang district who had contested against an INC candidate only to lose by a heavy margin of 1056 votes. Former was the sitting ZPM of the segment who had secured his seat five years back with heavy margin.
“It was obvious since the beginning that he would not get through this time as he was not the Congress’s chosen,” shared one of his disappointed supporters.
Many a time, people often drop the idea of contesting just because they do not get the INC ticket as they already knew that the party has embedded itself deep into the psyche of common people. A visit to any interior part of the state, and people can easily make out which political party has its presence felt. Old and young alike, when asked who they would vote for, just tend to reply with the one word, ‘Alak’ (hand), which is the symbol of INC. People in the state do not vote for the person, but for the party.
Many of the elected candidates who get elected from other political parties mostly tend to join INC after a point of time which makes them just a stepping stone.
The other political parties, or should we say opposition parties, rather than putting itself as a strong contender by spreading positive message about its endeavor, seems to be too busy pointing out the negativity of the ruling party, which is INC, to come to power. They should work on ruling the hearts of the people first and then march towards coming to power.
On many occasions, people have come up with accusations against Congress saying that the party has of late become ‘Power Hungry’ as once declared Gujarat Chief Minister Narendra Modi who is on the run for the next Prime Minister. However, it would not be apt to accuse the whole party of being power hungry just for the fault of some party members. But, however, when we see the many leaders who tend to forget their duties while just assuming their plumped up seats, it becomes a disappointment.
Keeping in mind the many positive outlooks that people have on the Congress party, perhaps it should be very precise in choosing the right candidate and hence paving better future for Arunachal.
Crippling water crisis grips Roing town
ROING, May 23: Drinking water crisis has crippled normal life in Roing Township for the last many days.
The river water of the Eze (Deopani) river which is directly fed to the consumers through reservoir of PHE Department has become sandy and unfit for drinking, cooking, bathing and washing purposes. This year the situation has aggravated due to occurrence of landslides in Eze river due to which the whole river water has become muddy. Barring a small settlement area in the township, majority of the people are facing drinking water problem. People are seen carrying buckets and other water containers, some on motorcycles and others on car every morning and evening in search of safe drinking water. Some go to 6 km point crossing Eze river and some to their relatives in nearby villages, like Rayang, Cheta, Meka and even Jia for bathing, washing and collection of safe water.
The situation has further aggravated due to siltation in all the reservoirs, water tanks and choking of pipelines by sands few days back due to heavy downpours. The PHE department is facing tough time to deal with the problem. The departmental labours have been engaged day and night to clean up the reservoirs and tanks and also to clean the choked pipelines in order to restore water supply.
Irked by the present water problem, Deputy Commissioner Shiv Kumar asked the Executive Engineer (PHED), Subhat Pertin to find out an immediate alternative solution to the problem. The DC suggested him to make an alternative arrangement, like provision for rain water harvesting, tapping of underground water or collection of clean water to a reservoir and then supply them to the different pockets making a time schedule in order to overcome the situation.
Pertin informed that since his joining in the district in 2008, the department has been pursuing the higher authorities for provision of fund to draw an alternate pipe line to the Water Treatment Plant from where clean water can be supplied to the township by maintaining a time schedule.
This year, only the higher authorities have given a go ahead signal with an assurance to provide Rs 8 Lakhs for the purpose. He informed the Deputy Commissioner that the layout of the new pipeline will be started soon. The new 200mm pipeline will be drawn from the Hydro Power Channel some 800 metres ahead of the existing pipeline and it will be fed to the Water Treatment Plant which is lying unused due absence of source of water.
"This will enable us to supply clean water at least to Roing township area but in
hourly basis as the capacity of the Water Treatment Plant is very limited," he said.
He further sought the help and cooperation of the district administration and public
in laying the new pipeline as it will pass through the forest as well as private

Irregularity in Anganwadi building constructions alleged

RUKSIN, May 23: The people of Ruksin block, including senior citizens have alleged misappropriation of funds meant for construction of Anganwadi building under Integrated Child Development Scheme (ICDS) project in the block and demanded proper inquiry into the alleged irregularities.
The allegation goes on to say that the benefits of such projects and their very objective are being frustrated due to maladministration, apathy and negligence of the concerning Child Development Project Officer (CDPO) responsible for project implementation. In fact, the benefit instead of reaching the poor is only going to help unscrupulous officials in the department and some corrupt PRI leaders in the block.
Some senior citizens of the area have alleged that the funds for construction of “Anganwadi Building” and “Food supplements” provided by the government besides welfare of children and women through ICDS project are being misused and the benefits are not percolated down to the target groups.

The CDPO of Ruksin project, Yalom Saroh is found quite reluctant to disclose any information regarding financial grants and other welfare schemes received by the ICDS project.

Rash driving kills innocent people
Dear Editor,
Through the column of your esteemed daily, I would like to highlight the dangers of rash and reckless driving in Itanagar. Roads in Itanagar are no safe for rash and reckless driving. In recent years reckless driving has taken a heavy toll of innocent lives. Traffic Police is under pressure to take prompt action against such drivers to save many innocent human lives.

I suggest certain measures that may help in curbing rash and reckless driving on the roads. Issuing of driving licenses has become a mockery. One can get a driving license just by greasing the palms of the concerned authorities. Licenses should be issued after thorough tests and screenings. Secondly drivers of buses, rickshaws should be medically fit and psychologically trained to avoid such accidents. Heavy vehicles and trucks shouldn’t be allowed to enter the crowded areas during the peak hours. Constant patrolling of the traffic police can put a reasonable check on rash and reckless driving. Last but not the least, is a sustained campaign by the authorities to promote road culture and good sense among the common masses.

Importance of media yet to be realized

A huge salute to the press fraternities of Arunachal Pradesh for their sheer hard work, bravery and dedication for commitment towards development of state.
Media is not only a medium to reach the mass community. It is regarded as the fourth pillar of democratic governance. It acts as the voice of the voiceless. The platform where general public and authorities come together to express/discuss various issues. It is where layman can reach to thousands and even to the higher authorities which may be tough to do physically. But it seems to be one way only. We believe the writers are here with real situations, problems and matters which needs immediate attention of the concerned authorities. But it seems we are speaking ourselves only.
This is an attempt to refresh the value of media. It is distressing to know that the importance of media is yet to be realized in our state, or for that matter, is it being completely ignored??

‘Indeed education system of Arunachal needs revaluation’
Dear Editor,
Well! It was a good article by Miss Lency Pangin citing all the problems faced by the students of the state and the brain drain thing. I just wanted to add some more here. Many of us working outside the state have actually given up on the Job vacancies created in the state and the reason behind is well known to everybody.
And yes definitely the students today are more ambitious and they want to actually learn in real sense. They just don’t want to get paid for doing nothing. We know how the offices in the state works, just an hour or two and they have the rest of the day to themselves. A friend of mine who works with the NHPC says he is happy working in the company. He is learning so much and happy to use his capability in the work he does; and he does not want to come back. There are so many such stories
Let us talk about other professions, say Designer. How many of us even acknowledge the beautiful creation of these designers in the state? And the Mass com students, they don’t even have the liberty to speak out. Such is the sad affair in the state and what we as a common man are trying to do? Nothing!!!! We are absolutely doing nothing to combat the various problems. We just call some bandhs and make demands which don’t even see any results but the studies of the students are hampered, the working days of the office goers are decreased to the much delight of the people. Before we talk about the 21st century advance technology equipments let’s start from the basic i.e the village. How many of the teachers posted in the villages are actually keen on teaching the children? How many days in a year do they even stay in the village and give them quality education? I’m not trying to put allegations on all the SSA teachers but this is the bitter truth. The day is not far when the state has to taste the brunt of this brain drain.

Aid for development
India was the second largest development aid giver to Sri Lanka last year behind China, providing over $700 million to the island nation, according to latest official figures.
This was contained in the Ministry of Finance and Planning's External Resources Department's 2012 'Global Partnership Towards Development' report issued recently.
The Chinese commitment stood at $1.05 billion. "The total assistance extended by India during the last 5 year period was $1.45 billion of which $1.12 billion was loan assistance and $326 million was grant assistance," the report said.

$5.05 billion of which $4.76 billion, representing around 94 per cent, was extended

Provision of grant assistance by India has substantially increased during the last few years mainly for social infrastructure development, emergency rehabilitation and reconstruction activities.
The Indian government committed grant assistance of around $260 million for construction of 49,000 housing units in 2012.
In addition, construction of 1,000 pilot houses with grant assistance of $10 million was completed this year. Rehabilitation of Kankesanthurai harbor in the north at a cost of Rs 2.2 billion and construction of Dickoya hospital in the central hill districts at a cost of Rs 1.2 billion are some of the projects being implemented under Special Development Projects.
The annual foreign financing commitments from development partners and lending agencies have gradually increased at an annual average rate of 24 per cent from 2006 to 2010.
